Okay Memiş was born in Giresun in 1970, He graduated from Istanbul University, Faculty of Political Sciences in 1991. He began his career in 1992 as a District Governor Candidate at the Governorship of Ordu and subsequently served as the District Governor of Sarıyahşi (Aksaray), Genç (Bingöl), and Orta (Çankırı). Between 2002 and 2016, he held positions as Branch Manager, Department Head, and Deputy General Manager at the Ministry of Interior, General Directorate of Local Administrations, as well as Chief Advisor at the Ministry of Science, Industry, and Technology. Later, he served as the Governor of Gümüşhane from 2016 to 2018, the Governor of Erzurum from 2018 to 2023, and the President of the Disaster and Emergency Management Presidency (AFAD) from 2023 to 2024. Having served as the Secretary General of the National Security Council since February 3, 2025, Memiş was elected as a Member of the Board of Directors of Türkiye Halk Bankası AŞ at the General Assembly Meeting held on April 9, 2026. He is married and has two children.
