Hasan CEBECİ
Chairman

Born in 1949 in Çankırı, Hasan Cebeci is a graduate of the Academy of Economics and Commercial Sciences (Department of Economics and Finance). Beginning his career as an assistant inspector at Türkiye Vakıflar Bankası T.A.O., Cebeci went on to become an inspector, a branch manager, a unit manager and an assistant general manager at the same bank. He was appointed as a member of the executive board and put in charge of Loans on March 28, 2003 at T. Halk Bankası A.Ş. where he would later become the general manager and chairman from December 8, 2003 onwards. He became chairman on April 13, 2005. He is also the chairman of Halk Gayrimenkul Yatırım Ortaklığı A.Ş.

Süleyman Kalkan was born in Kırşehir in 1956. He graduated from the Faculty of Political Science, Department of International Relations at Ankara University. Kalkan began his professional career as an assistant inspector at Türkiye İş Bankası A.Ş. in 1983. He then served as Retail Loans Assistant Manager in 1993, Commercial and Corporate Loans Regional Manager in 1995 and Non-Performing Loans Manager from 1997 until the end of 2003 at the same bank, sat on the Disciplinary Committee and served as a branch manager. During this period, Kalkan also sat on the boards of the Industrial Development Bank of Turkey, Anadolu Hayat Emeklilik A.Ş. and İş Faktoring A.Ş. He served as chairman of Güneş Sigorta A.Ş., a subsidiary of Vakıfbank, and chairman of the Board of Auditors of Vakıf International AG (Vienna). Kalkan sat as executive member on the Board of Directors of Vakıfbank and general manager of Vakıfbank from March 2010 until March 2013. He serves as vice chairman of the Board of Directors of Halkbank since April 1, 2013. Kalkan also a  board member of Demir-Halk Bank (Netherlands) N.V.

Süleyman ASLAN
Board Member and General Manager

Süleyman Aslan, born in 1970 in Osmancık/Çorum, graduated from Department of International Relations, Faculty of Economics and Administrative Sciences at the Middle East Technical University. He began his career in 1992 at the Ziraat Bank School of Banking, and then worked as a specialist in the Capital Markets Department at the same bank, as an assistant manager of the Istanbul Investment Securities Branch, following which he became a line manager of the Bonds and Bills Department of the same bank. Aslan was the general manager and a board member of Ziraat Asset Management, as well as the head of the Foreign Exchange and Money Markets Department at Ziraat Bank. Aslan was the general manager responsible for Treasury Management and International Banking between June 17, 2005 and July 15, 2011 and has been a board member and the general manager of T. Halk Bankası A.Ş. since July 15, 2011. He is also the chairman of Halk Hayat ve Emeklilik A.Ş.
 

Emin Süha Çayköylü was born in İstanbul in 1948. After graduating from the Middle East Technical University (Department of Mechanical Engineering, Faculty of Engineering), ,he went on to receive two master’s degree from Syracuse University Business School and the University of Manchester Institute of Science and Technology (UMIST), as well as a PhD from Washington International University. He launched his professional career at a privately owned company as a project engineer, project manager; going on to become a unit manager at for the Development Bank of Turkey and a section chief for the Islamic Development Bank. He has also worked as a general manager, project coordinator and manager for various private companies and has been a board member of T. Halk Bankası A.Ş. since March 28, 2003.

Dr. Nurzahit KESKİN
Board Member

Born in 1962 in İstanbul, Dr. Nurzahit Keskin is a graduate of Anadolu University (Faculty of Economics and Administrative Sciences) and holds a master's degree from Marmara University Institute of Banking and Insurance (Department of International Banking). Keskin, who has a doctorate from Sakarya University, started his career as a lecturer at Marmara University, after which he entered the private sector and worked as an independent auditor and management consultant for an international company. He also worked as a senior-level human resources manager in various national and multinational firms and as an executive board member responsible for Human Resources, Operations and Support Services at T.C. Ziraat Bank A.Ş. in 2003. In addition, he was a board member of Ziraat Bank International AG, Germany; Turkish Ziraat Bank Bosnia DD, Bosnia-Herzegovina; Ziraat Banka AD, Macedonia; Türkmen Türk Ticaret Bankası, Turkmenistan; and Azer Türk Bank ASC, Azerbaijan. Keskin has been a board member of Türkiye Halk Bankası A.Ş. since 2005. He is also a board member of Demir-Halk Bank, (Netherlands) N.V. Keskin speaks English and German.

Dr. Ahmet YARIZ
Independent Board Member

Ahmet Yarız was born in Elazığ in 1966. He graduated from the Faculty of Business Administration at Istanbul University and received his master’s and doctorate degrees from the Institute of Banking and Insurance of Marmara University. Yarız began his banking career at the Industrial Development Bank of Turkey. He later worked in various industrial enterprises and financial institutions and served as a board member of Vakıfbank responsible for Risk Management and Internal Audit and a board member of the Savings Deposit Insurance Fund. Yarız served as an independent board member of Halkbank from April 9, 2008, until May 23, 2010, and a board member from May 24, 2010, until March 28, 2013, and since March 29, 2013, he serves as an independent board member. Yarız also a board member of Halk Gayrimenkul Yatırım Ortaklığı A.Ş. 

Ahmet KAHRAMAN
Board Member
 
He was born in Menemen, Izmir in 1955. He graduated from the Faculty of Law at Istanbul University. In 1980, he began his professional career as a judge's associate in Lice, and held the positions of prosecutor and judge in various cities. After 1990, he served as investigative judge, head of the department, and deputy director at the Ministry of Justice. He was appointed as judge of Ankara in 2000, deputy undersecretary of the Ministry of Justice in February 2008, and undersecretary of the Ministry of Justice in July 2008. Holding the position of the Minister of Justice during the tenure of 60th government between March 2011 and July 2011, Kahraman continues his professional career as a board member of T. Halk Bankası A.Ş. since April 18, 2012. He is also the vice chairman of Halk Hayat ve Emeklilik A.Ş.

İsmail Erol İşbilen was born in Çankırı in 1959. He graduated from the Faculty of Political Science, Department of Economics and Finance at Ankara University. İşbilen began his professional career as an assistant inspector at T. Garanti Bankası A.Ş. in 1983. He served as an inspector and in various executive positions at the same bank. He joined Asya Katılım Bankası A.Ş. as a branch manager in December 1997 and served as Loans Manager at the same bank from 2000 until 2004. İşbilen served as the head of Financial Analysis and Intelligence Division at T.C. Ziraat Bankası A.Ş. from June 2005 until February 2010 and sat on the Board of Directors and Audit Committee of Asya Katılım Bankası A.Ş. from February 2010 until March 2012. He serves as a member of the Board of Directors of Halkbank since April 1, 2013, and Independent Board Member since April 18, 2013. İşbilen also a board memberof Halk Hayat ve Emeklilik A.Ş.

Faruk ÖZÇELİK
Member of the Board of Auditors

Faruk Özçelik was born in Hadim, Konya in 1968. He graduated from the Faculty of Political Science, Department of Business Administration at Ankara University and received his master’s degree from the Institute of Social Sciences, Department of International Relations at Selçuk University. He began his professional career at the Turkish Prime Ministry General Directorate of Foundations as an assistant inspector and later served as an inspector and inspector general at the Ministry of Public Works and Settlement and deputy general manager at the Prime Ministry General Directorate of Personnel and Principles from 2003 until 2009. Özçelik served as general manager of the Prime Ministry General Directorate of Personnel and Principles from February 2009 onwards and later sat on the board of directors of Turkish Catastrophe Insurance Pool from 2003 until 2010. He later served as a member of the Board of Auditors of Halkbank until from May 24, 2010, until March 29, 2013.

Faruk Özçelik serves as a member of the Board of Auditors, which was formed under the Articles of Association, since March 29, 2013.
 

Ali ARSLAN
Member of the Board of Auditors
 
He was born in Besni, Adıyaman in 1963. He graduated from the Faculty of Economics and Administrative Sciences, Department of Management at Çukurova University and received his MBA degree from Cleveland State University. He began his professional career as an assistant specialist at the Treasury and Foreign Trade Department of the General Directorate of Public Finance, the Undersecretariat of Treasury in 1987 and later served as a Treasury Specialist at the same General Directorate. Arslan held the positions of Treasury Specialist and Department Manager at the General Directorate of Economic Research and the Foreign Capital Directorate; Energy Specialist at Energy Market Regulatory Authority between October 2002 and October 2004; Department Manager at the now defunct General Directorate of Banking and Foreign Exchange, the Undersecretariat of Treasury, between October 2004 and January 2005, and Head of the Personnel Department at the same General Directorate between January 2005 and May 2010; and Head of the now defunct General Directorate of Banking and Foreign Exchange between May 2010 and November 2011. He serves as Head of the General Directorate of Foreign Exchange and Money Markets since November 2, 2011. He served as a member of the Board of Auditors of Halkbank from April 18, 2012, to March 29, 2013.

Ali Arslan serves as a member of the Board of Auditors, which was formed under the Articles of Association, since March 29, 2013.
